Gen5 1990 Toyota celica gts - Mods?

Hi everyone im new here and just bought my first toyota,
im just wondering if theres any 'cost effective' mods i can to do the car, ive got a bit of a budget (800) if anyone has any goood and like i said inexpensive mods feel free to share !
im thinking intercooler because i already have a short ram intake but ill let you pros decide

Well you have a gts, so no turbo, so no need for an intercooler....

You mentioned that you just bought it, so my suggestion would be to catch up on all routine maintenance, and make sure every thing is in good working order, clean, and that you work all the little rattles and noises out that accumulate over 21 years.

relatively inexpensive additions that, in my opinion, make driving more enjoyable:
a good radio
a good set of tires
a nice set of wheels (if you look used, then you should find a set well inside your budget)
good set of brakes
better lighting

Just remember when it comes to the automotive world that the adage of "you get what you pay for" really does hold true. Some deals are to be had out there, but overall its not cheap.

i live in canada so im not really intrested in tires for this winter haha just a preference its to fun to wanna have good tires. but other then what you've suggested what are some performance mods i can do?
