Replacing 1991 Celica ST183 steering wheel

Anyone know anything about this? The woman who owned my gen 5 last took very good care of it mechanically, but let it go to the dogs in the interior - she smoked, and she liked chocolate.

Seats are screwed - full of cig burns - same with the carpet - some of the central console has cig burns in it - even the instrument glass has a cig burn on it - and I found some in the doors as well, including a half smoked elderly cigarette. I'm getting new carpets, reupholstering the seats with something like black with blue centres or blue piping.

But. She liked chocolate. What I thought on viewing was the colour wearing away to the lining underneath on the vinyl and the wheel and the gearstick and gaiter was actually a thin film of chocolate. I even found some fresh-ish stuff behind the radio faceplate, of all places.

Grossed out - cleaned it with Mothers VLR (great stuff, but stinks a bit) - ripped the radio out and the factory amp from underneath and replaced it - but the steering wheel is faded out and looks like crap.

It's an airbag, and the law here says that if I replace the airbag then I have to replace the seatbelts with webbing grab pretensioners. So I'd rather get the airbag and do the seatbelts later, because they need to be done as well.

Will later model airbag wheels fit without modification? Or failing that, I can get a Momo Quark for $300 - is it expensive to have the seatbelts replaced, does anyone know?
