Only pumping out heat. GRR

Hey guys. I've got an '87 Celi GTS. It is not equipped with AC if that even matters..

anywhoo...

When I start up my car,I can hear water circulating throughout the system,and when I have the climate controls on cold and select a fan speed,it pumps out raging hot air. Does the same when it's set on hot. For it to pump any sort of cool or less warm air,I must have it set on Auto and have the recirculation button activated. Otherwise,if I set it on like "face and feet" and put it on any fan speed and set it to cool,like I said,it'll pump put hot air. I dunno what the problem is. Any of you guys know? I'd just like it working properly. I wouldn't use the cool air much,since I always have my windows down,and I live in Canada where it's winter like 11 months of the year....

Maybe the connecting cable to the water valve is broken or even the valve is broken. The water valve will stop cool from flowing so air will come out cool. With valve open , hot coolant will flow and heat the air.
