tightening e-brake cable

Ok, I am under my celica and in the process of tightening my e-brake cable. I have unscrewed the heatshield over the resonator......now to tighten the cable....i see where the brake cables from the left back brake and right back brake lead into one cable....Im pretty sure thats where i tighten it, if im not mistaken......but how do I tighten it? Thanks in advance!

Try turning the star wheel attached to the ebrake tension springs behind the rear rotor.

I thought the adjustments were inside near the e-brake handle ?? Also, don't get too tight or brakes will drag. CW

Im wanting to tighten the single cable....not the cable(s) going to the back breaks.....if you follow the cables coming from the back brakes...you will see they meet and go into one cable which then leads into the car.....
