Hard starting

My '91 GT-S starts right up when its cold but after driving it I have to give it gas to start it.
Today I checked the ohms on the cold start injector and it was within spec (2-4 was 3.8). I then checked the ISC valve for resistance and it should of read 19.3-22.3 but it read 47. I will check it again when the engine is cold to see if it is different but for now any ideas.
I think I'll have the fuel filter changed to see if that helps.

I checked it today cold and it read 40 ohms, still out of spec. I will remove and clean the unit this weekend and preform the battery test on it at that time.

I tried something I read after doing a search for the ISC valve which was spraying throttle cleaner ,not carb cleaner, into the square oriface in the throttle body. I did it with the engine off and I also used it in the butterfly area. I did it several times and it now starts after a few revs of the starter. Its not perfect but its better than it was and i will clean it every so often using this method for awhile to see it the isc valve frees up or I need to take some other action.
Any advice is always welcome!

I mis read the instructions on checking resistance and have since determined the ISC valve is good (and clean for that matter).
Ok so where the heck is the fuel filter in this car? I know what it looks like, just can't find it.
Also I put new grommets and copper gasket seal on the valve cover this morning. I will change out the plugs this afternoon so maybe that will help my wam start up problem. Actually it does start it just takes awhile of cranking unlike when it is cold where it fires right up.
I've read through the factory manual and can't find a specific on my problem.
