1991 celica gt emission related question

My celica failed smog check (just the NOX). So i took it to the mechanic. He first replaced
EGR sensor and vaccum solenoid which is going to cost me $400. He said that car
still fiald the NOX. And catalytic converter needs to be replaced. He called back later
saying that my car doesnt have catalytic converter. Instead it has "Thermal reactor"
which needs to be replaced and is going to cost me $500. I agreed albeit with lot of
doubts. Now he says that he need to replace O2 sensor as well which is going to cost
me another $100 bucks.

Am I getting conned? What is thermal reactor? I cant find anything on it through google
search.

Any inputs in this regard will be helpful.

You got cat, the big chunk of steel under the manifold. NOX is cat and EGR related but I pass with non-functioning EGR.

In the event you really are missing smog parts then the person that sold it to you is responsable for have them replaced since they are the one that illegally removed them.At least that is the way I unstand it.
So where is this mechanic so I can avoid them?

Mine wasn't missing, just blocked. I didn't know until I took the EGR valve out.

Same situation here.

You probably only needed a new cat which should only cost approx $270 for the 5SFE.
