02 celica loosing power?

a friend of mine has an 02 Celica..and i guess she had it FLAT OUT against an Integra and she said that the RPM's went to the max...then they suddenly went to nuthing....then right back up again..and she said that the car was slowing down..i figured it was the speed limiter that was making her loose speed when she was flat out...anyone know what this is?

ps: she bought the car off the lot in 02 and she said that was the first time it did it! and it still works fine!
