You can probably patch and paint the car for $1000-$2000. 110k is low for 91. Make sure engine and tranny is good, no leaks, no overheat before. Bad rad usually means overheated engine with seals ready to go anytime soon.

However, I failed to clarify that the motor has 110k and the body has 280k.
I know absolutly nothing about welding or riveting.
Anyone know how much a shop would charge to cut, weld, and apply undercoating ?

if you aren't a welder or dont know a friend that can weld it might be a project you may want to forget about. having a shop weld up/fix holes+rust will be expensive
What about cleaning up the area, riveting plates under the holes (a buudy of mine can do this), and applying epoxy/sealer compound underneath the plates to keep the salt and moisture out ? Or would this be just a quick fix that may compond into a bigger problem later ?

Rolls of brake line and fittings are cheap and easily fixed.Small holes like the ones you describe can be fiberglassed and painted cheaply(in the floors and rockers).You could get the car on the road with just a few hundered dollars ,Then see if it's a reliable car or just junk before you spend cash on a paint job and welding.There's always some one with a welder close to you who would do the job cheaply.You just have to ask around.I just paid $400.00 for a recon Transmission for a 92 GT and a front bumper cover sells for $100+,So a whole car for $650 would seem a good deal.The car sounds like an ideal project .
