code 7 pause 1

I am getting a 7 pause 1 code on the '91 celica 5s-fe which is a california egr related code.
It looks like to check the egr valve and related components you have to use the ecu and a voltmeter. The ecu is located either under the dash in the center or maybe under the console. Do I have to remove lots of parts just to get to the ecu?
I think I started getting this code after cleaning the throttle body with throttle body cleaner and was thinking maybe I just fouled something that way. The car runs fine otherwise.
Maybe I am going to have to invest in a vacuum gage and even a fuel pressure gage for another problem I have been having(hard start/engine warm).

Have you reset the ECU since cleaning the throttle body?

yes I have reset it several times, everytime I try something new or mess with the components. I pull the efi fuse for about a minute and then reinsert it. the funny thing is it has come on and then later gone off, but it always comes back on again.

Ok i reset it everyday and it only comes back on at about the same spot on the freeway which leads me to believe that something happens when it gets to a certain temperature to cause the fault. What it is thats wrong I don't know yet.

Your engine light should come on when you turn on the ignition before you start the car and then go out after a few seconds once you start it. If it does light at all then it may be burnt out.

I've been looking for the VSV and by the diagrams in the book It should of been right there but thanks for the info on its location.
What I mean is the diagram in the manual shows it but it is hard to determine depth and sometimes something that appears to be in front of the engine is really behind it.

The light finaliy went off and stayed off which leads me to believe that it had something to do with cleaning the throttle body with TB cleaner which is when it first started.
It was coming on for a moment on the freeway and the next day even less and now not at all.
Never fails, I try and fix one thing and open a can of worms in the process.
