Question Power Loss - lower speedometer cable?

Well, I am soooo tired of CPR.

Computer codes indicate no speed signal in eight seconds. I have a 89 celica 3sfe manual tranny. I unscrewed the upper from the lower cable after losing my speedometer on dashboard. I noticed that the inside cable on the lower unit pulls right out. Is that normal? Is there actually a vehicle speed sensor on the cable somewhere that would mess up my timing advance and cause the engine to run hot and without power. Pleaseeeee help. I dont have the cash to buy a newer car.
