White smoke

My Celica is blowing white smoke out of the tail pipe. This I'm guessing is a water leak somewhere.

Does that mean I have to replace the head gasket? How much would this run for a 3SGTE or is this a difficult job that I might be able to do myself?

The car has a front mounted intercooler so I guess that's a little less items to remove...

Yeap, sounds like a head gasket, and it's a pretty big job but not too bad. Check out the procedure in the manual.

Holy crap...I was looking ini the Haynes manual for my Camry and wow...it's a big job to say the least.

If I bring this to a shop, would it be a good idea to have them change the timing belt and water pump since they're ripping the engine apart.

bring it to the shop dude,and yes get your water pump assembly replaced at the same time ,they have a habit of letting go.You don't wanna do it yourself if your not 100% sure of what your doing,(were to put silicone,torque spec ect...)

Check if you see can oil in coolant or coolant in oil (milky stuff in the oil).
Do you lose coolant? Does it boil? Does your car overheat?
Check all that and check the compression before you blame the HG.
White smoke can cause by blown oil seal in the turbo.

Yep.
Also, you could have bubbles in the coolant [real large ones], and it can be pressurized even after it cools down [pull of the cap and you'll hear it release the pressure]
