intake part ?

There is a part that screws into the intake manifold on the left side looking at the engine from the front of the car, it has two vacuum hoses that go to another part bolted to the firewall and that part has a electriclal connection and is on the far left. What the heck are these two parts called? I have a Haynes and a factory manual and can't find it plus my '91 Celica has no vacuum routing chart in the engine compartment.
I though the electrical part might be the VSV but it does not look exactly like the one shown i the manual. If it is the VSV the resistance is below the low side of the spec.
This is most likely a California car because it has all the Cal stuff on it as far as I can tell.

Thanks, I opened the other manual in the EC section and there it was a VSV air conditioning valve.
Guess I am still looking for the VSV off of the EGR.
Darn code 71 keeps coming back on and I am running out of things to check or replace!
