1981, 22R, belt changing

Hello Celica owners, my friend has a 1981 specimen and the main V belt is squealing, so he purchased the belt already but doesn't know how to install it. Can anybody give me advice on how to help him? I think I may have to remove the fan shroud but do I also have to remove the fan? Seems like everything on the car works fine, albeit just a bit dirty and needs a bit of restoration.

Also if I may add, the ignition switch is stuck at ACC (accessories) and won't budge to start the car. He removed the main electrical switch on the left of it and that's how he starts it, but needs to put back the key on the tumbler so that the steering lock would disengage. I have managed to remove the tumbler, but it's still stuck at ACC. Will he need a new tumbler or is there any way to rebuild it? Or is it just the key?

Edit: Car starts fine when the electrical part of ignition switch is used to start it.
