help on the location of the idler&other info pls

Hi all,
my celica seems to be running at 1500rpm on idle, rather then 0.8, I cant seems to locate where the idler screw is so i cant adjust it back down to 0.8, its a 87 gti st162 3s-ge, any help appreciated, heres, a pic to help.

also the engine coolant reservoir, has a little pipe that connects to nothing, is this meant to be like this? is it just an overpsill pipe that overspills onto the road? and some somtimes when I,ve driven the car and parked up i notice water is bubbling inside the reservoir itslef...is this normal? finally the heater only seems to blow cold!...Thanks for any info given!
