yeah... sorry but your neighbor doesnt sound too knowledgeable. A supercharger doesn't "respond" when you dont want it to either. I can actually reach RPM levels above 6000 and still not be in boost if I dont want to be. At the same time, if I want boost its there... instantly.
I bought my supercharger kit for right around $2000 so if you shop around Im sure you can find it cheaper. Dealerships will always be the most expensive. Also, its basically plug and play. It comes with an ECU "piggyback" that alters everything for you so there is no tune. It can be tuned for even more power but initially its plug and play, no tune required.
You may score a turbo for a cheaper price but good luck finding a shop to install it for you for less than $1500 easy.
