Serious issue with 92 celica

Replaced the Control arm the other day because the thing was bent and deformed. Took the car out for a test drive, can hear the rotor's grinding now and the brakes barely work now, they're complete crap. Popped the car up, can't even turn the wheels without some effort, seems like the brakes are locked up.

Was told by a friend that if you tighten the bolt on the control arm too tight, it can cause this to happen. Was told that the bolt needs to be "finger loose", and that's why it has the cathater pin in it, so it doesn't come loose.

Any other suggestions? Anyone agree with this?
