I've messed with the control arm with no problem. It sounds like your rotary disc has too much play. Make sure that the brakes are holding the rotary disc enough to where there is almost to movement when you try to shake it. The dust reflector shouldn't be hurting anything, but if it is just remove it. Like he said make sure the brake line is installed correctly. Maybe bleed the brakes, make sure the pads are in place. But check the rotary disc, that's what the problem is as is sounds to me.
