I had the same problem in my 99 ce. Somehow, I got either glass cleaner or Armor All or something both on my instrument panel and on my clock face. It fogged them both very badly. I had this stuff from a company called Novus lying around - it is a multi stage plastic polish. I had used it to polish Lexan and other polycarbonates for use in computer modifications, and it worked really well so I figured i'd give it a shot. It did the trick! Made them look like new. Works on plastic headlights too. I used numbers 2 and 1. Polish it up with #2 and then do the final pass with #1.

You can probably find something similar locally.
