Emergency Brake Problem

So i got in the car today to take my gf for dinner and wouldn't you know the car wouldn't move. I put the emergency brake down cause the spot where I was was inclined and I was there since Tuesday. I know people arn't supposed to leave the brake on, but i've been doing it for ages and its never been an issue.

Until today.

i didn't want to ride the clutch, so i played with the brake a bit, and rocked the car gently, to no avail. The light goes off, the lever goes all the way down and nothing.

I'm guessing its either that the brake mechanism has rusted onto the axle, or that the wire is rusted and won't give.

Is there a quick way around this, like some old wives tail that involves a lot of melted butter?

Do I call the dealer? My insurer? AAA/CAA? a tow company?

You should be able to drive it to flat land. If you can, it possible the shoes may pop back in while you're driving. Maybe the lines froze? Try pulling up the handbrake repeatedly?
