Why does the coolant need to be changed at 30,000 miles
My mother has a 2003 Vibe and the owner's manual says coolant should be changed at 30,000 miles (24 months). I thought newer cars have longer lasting coolant of 3-5 years and 80-150,000 miles. Do you know why such a short drain interval>

Depends on which type of Toyota coolant was installed. The "Long Life" red coolant is rated for about 30000 miles so it sounds like that's what was used in your mother's Vibe. Our '06 Vibes have Toyota's "Super Long Life" pink coolant which is supposed to be good for 100000 miles.
Also, coolant has certain lubricants in the formula for the water pump. Just make sure you put in the proper coolant manufactured for aluminum engines...there is definitely a difference.
I agree with Georgenfla ! Just replace the coolant! It will ruin Radiator, cylinder heads, Water pumps, I know first hand. I bought a used '03 Xrs, and it had the orignal from the factory coolant. I replaced the coolant right away, but too late. It cost me a new radiator, and Thermostat Housing and Thermostat and water Pump! I'm praying that there is no other damages to the engine block or heads. I believe what happens is called cathodic corrosion due to coolant electrolysis or something like that! Replace with Aluminum Engine / Radiator only Coolant!
04 my & newer Toyotas use super long life anti-freeze, good for 100k from factory.
Correction, 2004 models produced after 08/2003 have Super-long life coolant. There are '04 model Matrix, Corolla, and Sienna for example that were produced before this that still came with the older coolant type.
what others said, after a while coolant degrades & stray voltage affects all kinds of components in addition to other problems mentioned... can affect running smoothly, poor fuel economy, etc., when engine thinks it's not yet warmed up when in fact it is.
best advice from my trusted indep. shop: 4 yrs. on the initial fill, then change every 2 yrs. if you want maximum longevity.
