04 XR Heater Problem

I just bought an '04 Matrix and have noticed the air coming out of the panel vents is very warm when the AC is off. The intake is from outside air and temp setting is as low as it goes. I can't find a valve in the heater piping system so am wondering if there may be some sort of air vane in the ducting that closes off the heater core and may be disconnected or not adjusted properly. Anyone have this problem or ideas on how to correct it? I don't really want to run the AC all the time ... just want some outside unheated air. The outside temp was just 78 degrees but the air at the panel vents was closer to 90.

It doesn't seem as if the air should be much warmer than the outside air.

The air intake is on the right hand side of the car partially covered by the hood, indicated in yellow.

Under the hood circled in red is engine side of the air intake.

Hot under the hood air heats the circled in red metal which heats the in coming air. The fix that I did was to remove the plastic and screen air intake part and then using 1" thick foam rubber to insulate the metal. I also blocked off the driver's side of the opening. You can see it when you get it all apart (two screws).

Note I have also insulated my airconditoning pipes under the hood.
