cold weather HIGH idle speed?

Ive got an 03 base matrix with auto transmission, my issue is the unusually high idle speed at startup when the temperature is anywhere below about 60 degrees. Mine will idle for literally 10 minutes if left alone at somewhere over 2000 rpm....( usually 2300 rpm) and doesnt go lower until it COMPLETELY warms up, then it almost seems to idle too slow ( 650 rpm) I know it does this to warm the engine faster, but it makes it almost hard to drive when starting out and VERY VERY annoying, as if feels the car is trying to drive even when you apply the brakes, and is almost not safe on snowy roads or when pulling out of my drive, it surges and pulls if im not really on the brakes. Do all matrix and corollas do this??

Mine seems to take forever...like 10 minutes sometimes....the dealer said all cars do that..but my camry doesnt at all...it runs a BIT fast..about 1200 RPM for a few minutes...my matrix is almost ridiculous...its ANNOYING to neighbors it idles so fast....and it takes a LONG time to slow down.
