Front Wipers No Intermittant and wont return to home when turned off on a 2003 Vibe (Same car as Matrix).

This ended up not being the wiper motor assembly. It was the electronic module that controlls the wipers. This module is part of the lever control in the steering column and was very easy to remove and fix (3 screws).
There are 3 screws that hold the cover on that surrounds the steering column. The bottom one is easy to find, the other 2 are hidden by the steering wheel. All you have to do is turn the wheel to reveal the screws. They are at about a 4pm and 8pm positions. The top and bottom pieces of the cover are also lightly snapped together (No need to pry with a screwdriver).
The bottom piece will come off easy. The top piece is a tighter fit. Lower the tilt all the way down. There is 1 clip dead center top. Lift straight up to release the clip. There is not enought room to lift it straight up and off. You need to remove the cover by moving it off the right side (Ignition Side) of the column, rotating, wiggling, moving the wiper control. Do not do this on a cold day because you will need to flex the cover ever so slightly to remove it.
Unplug the wiper control wiring harness by pressing the release button.
The whole assembly just snaps onto the steering colunm. Depress the plastic locking clip with a flat head screwdriver and pull the assembly to the right to slide it off.
Once removed you will see a clear plastic cover over a circuit board on the bottom. Unsnap it and remove it. Some of the solder connections are broken loose, you might not even be able to see the hairline cracks without a magnifier. Resolder the spots that have the larger pins. Do not resolder the tiny surface mount components as this will most likely ruin them.
Note: Use a electronics soldering iron and 60/40 solder. Do not use a 1000 watt iron with radiator solder.
Poof, works like new.
