Question DRLs with HIDs and Relay Kit

I have a 2003 Matrix and was thinking about installing HIDs while still keeping my DRLs enabled. I have heard that this apparently causes flickering when the DRLs turn on due to the lower (i.e. <12v) power provided by the DRLs, which is not enough power to start the arc that HIDs need to operate.

Does anyone know how much power is actually provided by the DRLs? And if I install a relay kit, will there be enough power when the DRLs turn on in order to power-start the relay which will in turn provide enough power to the HIDs when DRLs are running? If this is the case then when I switch from DRLs to manually turning on the low beams (HIDs), I shouldn't experience any interruption and I'd be running HIDs full-time, right?

I'd appreciate any insight into this...

The DRLs give out about 80% power. Lately the HID kits that are out now should have a relay that fixes that issue by having the DRLs with HIDs on full power.
Most have gone the disable DRL route in order to have complete control of the headlights.
