Yes, You can order them but not sure if in stock. I won't be home for a few days where I have the parts fiche but I have looked them up, only thing is if in stock at the parts warehouse for Toyota. The parts are not cheap but can be ordered pre painted I believe. You would have to order the various mounting clips and cut slots in the bumpers, most likey eaiser to remove the bumpers, takeing mine off was a bit difficult in some areas and will most likely require bumber removal to reinstall them.

I think you misread RAAM. He was simply saying that it would be easier to install the skirts by removing the bumper rather than trying to install the skirts with the bumper on. It would be easier that way.
BTW, his Matrix is red.
