Mystery Bolt on front crossmember

Here is a picture of the front suspension crossmember of my Corolla, a gen 8:



The two red circled bolts are not mentioned anywhere in the factory manual, nor are they in Haynes manual either. Right now there's a grade 8 bolt in there. The bolt circled in blue right now is a grade 11 bolt, same as the other crossmember bolts known to be torqued to 167 ft-lbs per factory manual, but it's only spec'd for 109.

But this bolt also bolts to the body, and from the look of it it won't withstand 167 ft-lbs of torque required of other crossmember to body bolts.

I just came back from the local dealer and checked out a 97 Corolla on hoist. There is a similar layout and the back bolt in the red-circled spot is indeed a grade 8. The mechanic says that bolt is torqued to about 52 ft-lbs.

Can anyone confirm? Did I unknowingly switched the two bolts?

PS. Did I pick a good spot to place a jack stand in the pic?
