I think that 4-cylinders are only efficient in the city no matter what EPA ratings say. The reason being is that when you get up to highway speeds, it will take more effort for a 4-cylinder to maintain or increase the speed as compared to a V6 which can do at a lower gear and lower RPMs.
Similarly, a 6-cylinder will also bring in much worse mileage in the city because it produces too much power with each accelleration run.
