My SE's fog lights are on a separate switch next to the headlight switch on the same arm lever thingy. I would imagine from there they go through a relay (which will also be used to disable the fog lamps when you turn on the high beams) and then to the fog lights and dash indicator? So there should not be voltage at the fog light harness plug when you turn on the headlight switch unless you have a foglight switch turned on as well. I know on some GM vehicles, the ECM has to be programmed to be able to add fog lights. Since your LE has the wire harness plugs and no fog lamps, it must be pre-wired so the dealer can easily install lights and a new light swith arm to get fog lights on your car? Or maybe standardization to save costs of having multiple light wire harnesses? That's my $0.02.
