That idea will fail. I've taken apart my bumper twice so I know where those bolts for the headlights are. You CANNOT get away with not removing the bumper if you wanna take out the headlight assembly itself.
It does not matter if you're in a condo. I am also in a condo. All you need is pliers, a screwdriver (plus), and a socket wrench. Make sure your socket bits aren't too "deep" cuz that will be a pain to work with at the fender area.
For a 6-pack of import beer, I can do the whole bumper process if someone's in the Toronto or Barrie, Ontario areas.
