First, you can get info from an online TSRM at this site. It has the complete toyota Service and repair manual all digitized.

to test the tps, you can use the test 2 on this page measuring from the ecu end:

It is also possible to do the test at the TPS itself:

the easiest way to adjust the wastegate is to add 2 washers to the wastegate bolts to push the actuator away from the turbo. depending on the washers used, you can go up to 12psi before running out of stock fuel.

max boost for stock head gaket? that is a tough question. How long do you want it to last? the more boost you run, the shorter it will last. I run 10psi, and mine has lasted 5-6 years with no problem. people who run 12 or more boost usually end up breaking something, and sometimes that is the head gasket that goes.

stock fuel pressures are posted on the mailing list at supras.com quite often. they may also be on a FAQ page there. If not talk to Arlene in Oklahoma or Dave Henry from Minieapolis from that list. I think it should be around 35psi at idle. it will drop as you increase boost and rpms because of the fuel being used.

Hope that helps.
