Unhappy Supra + California Smog

Help please.
I recently purchased an 88 Supra Turbo with a broken timing belt. Did the necessary repairs and the car runs fine, That is until it came to the CA Smog inspection. I think part of the problem might be that the car was broken for 2 years.
Anyway, the results of the smog inspection are as follow:
15mph HC (PPM) 178 (Max allowable 106) CO% 1.07 (max 0.70)
25mph HC 194 ( Max 81) CO% 1.27 (max 0.57)

NO passed inspection with 32ppm@15mph and 64ppm@25mph
Appreciate any advice available.

With the car that have been sitting for two years, the fuel system deposits could also contribute to the higher HC/CO emissions. When in 1991 I first started my 79Supra after 6 month sitting in the storage yard, the soot came out from exhaust.
What are the CO2, NOx and O2 numbers ?

The other readings you asked about are:
15 mph CO2 13.90 O2 .38 NO 32
25 mph CO2 13.69 O2 .35 NO 64

Any ideas appreciated.

From the latter readings it looks like the engine runs slightly rich;
Sometimes it could be due to the old oxygen sensor, defective fuel pressure up system (no vacuum is supplied to the fuel pressure regulator) or damaged connectors on the coolant thermosensor THW.

Catalytic converter/timing can also pick up some of those issues.
