In Cali you can swap in any newer engine from that vehicle. I wanted to swap my Tercel's motor for a newer Tercel engine (going from SOHC to DOHC) and the Smog ref said that its completely legal. Just no backwards swapping. Putting a 2jz in cali is totally 100% legal. Just costs a buttload.
