3rd Generation Turbo boost cutting of intermittently at 5psi

I have had this problem for some time, however recently with my radiator blowing, and my replacing of a cracked accordian hose with a totally new one I'm wondering why this is still happening.

The car boosts fine up to whatever I set it to, usually 10psi right after it's all warmed up and first hits the highway. Then at totally random points thereafter it will not boost past 5 or 6 PSI at all no matter what it set with on the aftermarket HKS boost controller (manual mode or 'high') Then sometime's it will be fine and boost all the way to 10 again sometimes during the same drive. What could be the problem here? It's not as strong as it used to be 40,000 miles ago (has 95k now) but sure feels better when it works after the new accordian hose. Could something mechanical be sticking in the turbo, or is it the boost controller, blowoff valve, or other?

any of the above. The turbo is the least likely culprit, but I wouldn't put it past the bov to be opening up under the right conditions, nor would I rule out the boost controller. Possibly you have another leak that shows up under some conditions and not others. If the throttle body to 3000 pipe hose is split it might do the same.
