Canada leaking steering rack

Hi
I bought a used 86.5 NA supra that has a leaking 'steering rack'. The leak is mostly from around the banjo bolt area where the steering pressure line connects to the steering rack. From between the pressure line's connector and the start of the steering rack.
The old owner replaced the high pressure lines, and yet it still leaks.

I've tried tugging the banjo bolt, but i can't get it any tighter. I find the leak isn't so bad if i leave it alone, but if happen to turn the steering wheel to the end of its rotation, the leaking gets worse. ( i dont know if this last piece of info is helpful).

a) do you think its the banjo bolt or steering rack?
b) where could i get a banjo bolt (and the gasket around it) aside from toyota (which i suppose will really rip me off).

Do you know if the crush washers were replaced also? Those really need to be replaced when this is being done.

i actually dont. I didn't realize a washer went in there. I guess i'll remove it and put a new crush washer and see if it helps the situation. I'll have to get one from the toyota dealership?

it's under $10. If it's the one I'm thinking of, it's a one piece copper washer with rings on both ends and a tab joining them. One ring seals the bolt, one seals the banjo to the rack.

That's the right one. As far as I can remember, it's the only crush washer that's actually got them attached to each other. Wish they would have done that more.
