light problem(won't turn off)

I have a 87' supra 7M-GE and I can't get the headlights, or all the lights, to turn off. If I turn the switch off, all the lights still stay on, but if i dissconnect the battery and re connect it, they will turn off. I've tried pulling the relay in the panel under the hood and that don't work, they come right back on. What should i do next?

Seems to me like it might be the multi-function switch failling in the steering column.

ya but the reason it wouldn't be that i'd think is because if i reset the power it shuts off, and i can hear a relay pop but it's not the main in the box, it's somewhere else in the harness

while i am at it i have another question...my car does not like to kickdown ALL the time, sometimes it will work great. Now to my knowledge it seems like the TV cable(kickdown) ain't right, so i have adjusted it to spec and that didn't work and i even tried goin as tight as i can with the throttle wide open. But sometimes it kicksdown and sometimes it don't. I have no slippin in the tranny or hard shifting like signs of bad clutches or anything. So do i just need a new cable or what do you think i should look at next?
