Does anyone know if the rear spoiler from a 90 turbo model can be installed on a non-turbo model? If so, any difficulties, brake light connections, body fitting?

It can, but as you noted the body is missing the holes for it. A drill and you should be able to handle it. You may need some custom wiring, but it should be pretty simple!

Well, legally, the Center High Mount Stop Lamp (or much easier to type: CHMSL) may not be obstructed. So, technically, you either need to move it higher (not sure if that's technically legal... but hey, if it functions it'd be great on such a low profile vehicle) or you'll need to connect the lamp in the spoiler.
The lamp failure module may need to be swapped out for one that's made to work with the spoiler. There are a few different lamp failure modules each made for different lighting combinations... that or you could bypass it.

if my center high mount lamp is visible after installation of spoiler- is it still required to have the spoiler red brake light connected and working? or can i leave this spoiler light unconnected?

This is one federal mandate for which I have yet to see a state tack an addendum to... BUT, Jeeves is 100% correct. You never know and it's always in your best interest to verify that any modifications are legal in your state and any cities and/or counties in which you operate the vehicle regularly.
Remember, you're bound by the laws of where you are... NOT only where the car is registered.
I believe if you are able to see the high brake light easily from most postitions from behind the car, say, as if you were sitting in a car or a truck, you will be fine. You shouldnt need to hook up the spoiler, as long as you have the rear light, but don't quote me on it.
its plug and play your 3rd brake light connector will plug right into the 3rd light on the wing..
Only problem is you WILL need to buy an ivory colored 89+/Sport package failure box, to replace the pre 89 turbo/NA yellow failure box, which is also 100% plug and play.
All you need are the full clips, and to drill 13 holes, and the original 3rd brake light is held on with only 4 bolts...
Both my supras have 89+ wings, it was a bit harder on the 86.5 because the hatches were never designed to have a spoiler, so there were no holes on the sides of the hatch..
My 89 on the other hand has plugs designed for easy access...
Its not hard at all, have fun...
