Unhappy Causes of surging

Rebuilt a 87 7mg in my son's supra. Fired up fine, but surges at anything over 800 rpms. It is really bad. It will throttle up and then its like the fuel is cut off and then it will ramp back up to the same rpm and then cut off. Got any ideas?

any codes? A wide variety of airflow sensor, throttle position sensor, idle air controller or other issues could be at play.
