Standalone, custom install unfortunately. There is also the Techtom upgrade which is the closest to off the shelf available from a couple of limited sources, but still requires tuning.
APC? APC Is a parts company. I assume you mean AFC. eBay.com has a good deal of 'em for cheap, but you can get the S-AFC 2's new just about any place online that deals with Apexi stuff too.

Try and SMT-5, 6 or 7.
Kicks the piss out of any AFC, or upgraded e-manage and is in the same price range. ($300 or less)
Their feature set is huge compaired to the more 'traditional" acf upgrades.
Only way to go if you've ruled out a new ECU.

Perfect Power makes the SMT line. However, I'm a little confused how you think it's in the right range... the SMT's base price is $545 which includes it, the manual, and software. If you have a DEALER install and do a base tune, it's $945. Nevermind the cost of the othere little add-on units they sell. S-AFC's are cheap, have been proven reliable, etc. As for the VPC, for the cost of the S-AFC and VPC combined, I would cost roughly the same as the BASE SMT6 package. Nevermind the cost of the SMT7.
I see very little reason to go that method over the ones that everyone knows make good power.
