where can i go dyno or tune my 89 turbo supra?

and does anyone had any problem with their supra while driving at third gear and when u get to 4000 rpm, it wouldnt let u go more than 4000 rpm?

Is it only third gear? There are other things that will limit you at 4k, but it's all the time, not just third.
