Yup. Thats all you need. And yes, the XLE's stalk just goes in the place of your stock one. It goes over the steering shaft and clips into the windshield wiper stalk.

I just had a thought.... if I get the XLE stalk, will the foglight go off when I turn on my high-beams?
That's what my Lexus RX does... annoys me somewhat...
If that's the case, I'll just get the factory Camry foglights/covers, but use an aftermarket
relay/switch.(Hella, for example)
