Pull the bulb out and check the socket. Some of those older models used the same bulb for signals and brakes, and sometimes the contact in the sockets will melt and you'll get voltage across all the terminals. Also check the bottom of the bulbs and see that the contacts haven't melted into one big blotch. If the bulbs and sockets look alright, another common problem is the area where the rear lighting harness curves under the lid of the trunk that moves and flexes every time the trunk is opened and closed. Sometimes you'll get broken or exposed wires in that vicinity, so give it a look over.
