EDIT: Its the exact same reason you wouldn't put HIDs in low beam halogen housings. Light spreads all over the place, except for where you really need it. You have to remember-- halogen housings are designed for only around 800-900 lumens of light or so. So the light doesn't bounce around so much inside the reflectors and doesn't glare. But you stick a 3000+ lumen HID bulb in there, and the light bounces all over the damn place.

exactly... and for the same reason, you wouldn't put HID's in the foglights... they aren't designed for HID's, the light would be scattered, probably inferior to halogen, and you'd have tons of glare, probably blinding people... if you wanna upgrade the foglights, just throw in some 2500K nokya halogens and call it a day...
