It's probably not the pad bracket unless that part is obviously damaged.

Put the front end of the car up on jackstands and put it in drive and let the wheels idle around for a bit with the wheels off. My bet is you'll hear a constant whooshing sound meaning the caliper is sticking, which means the caliper needs to replaced.
