1. Drive around, looking for spots that can hold a decent course. Try old airports...make sure the area has cell-phone reception or a payphone nearby.
2. Call them up, ask for permission, ask how much it'll cost.
3. Look for sample waiver forms on the internet and copy them, making custom changes, and print them.
4. Make flyers, distribute them at schools.
