Depends...

I think most people do it because they are afraid of running too lean (not enough fuel). Air is denser in cold temperature. Your fuel system or other components might not able to handle the extra air.

when its cold out you may run a little more boost because air is denser and therefore more air gets in so yes this happens to all vehicles....

yup! so in cold weather you should have a little higher boost than in warm weather with the same boost settings.

If your car is stock, there is no worries. You T-VSV will automatically switch to limp mode.

You can't lower your boost level below your stock setting unless you change the wastegate spring.

well here is my problem....my after market gauge is showing about 1psi and my factory gauge just about pegs at the +...I can still hear my bypass valve working and feel some boost..I've tested the gauge with a compressor fro the manifold and it reads fine...I have had 10psi this summer thats why I was wondering why the cold might have something to do with it?

10 psi on stock CT26 in cold weather is fine provided your car is maintained properly.

I think your missing what i'm saying I only get 1lbs of boost in the cold weather..I just changed my plugs, cap, rotor, wires..thought that would do it but nothing..do you think that the cold air intake has something to do with it?

Check for leak in the air plumbing (between the turbo and the intake manifold). You have an air leak.

Somewhat related:

I went to Lake Tahoe this weekend, and on the way up I noticed my blow-off valve wasn't well... blowing off. I know I was boosting, the crap stock boost gauge was at the + and I was over 4000 rpms. But when I went to shift, no blow-off. Fairly cold weather, snow on the ground, going uphill.

Worried something is wrong with the turbo.... =/ orrr maybe because of cold weather? but from what you guys were talking about, cold weather shouldn't affect the boost that much?

If you are making boost and not blowing off, that sounds like a problem with the BOV, not the turbo.

I had a SARD BOV for a while, but in the cold it would stick and not open smoothly until it was completely warmed up. It caused turbo surge, so I got rid of it. I think that's your problem arg0naut.

As for the original question, you got might have a leak in your boost gauge somewhere, if you are still feeling the same power, but your gauge isn't reading right.
