No RPM signal to ECM code

I have a 85. Sometimes while I driving it will surge like it's just stalling out. It does it most around 70-80. Checked codes and came up with the no RPM signal to ECM. Is there a cam or crank sensor that would be going bad? What do you think? Thanks
