Wastegate or VSV problem?

So for some unknown reason i can't boost past 7psi. Just wondering if anyone ever had this problem...

This happens with the Turbo VSV electrical connection disonnected.

If I disable the wastegate completely (plugging both vacuum lines to wastegate) it boosts with no problem past 7psi.

If i plug the hose from the wastegate to the Turbo VSV i still can't get past 7psi.

Could it be something mechanical with the VSV? I was under the impression that the VSV is normally closed unless otherwise stated by the ECU. Or is it the other way around?

Any help would be appreciated!!!

i had the same problem with my car its the t-vsv just dis-connect it but u have to put in a boost controller if u dont the car will not go over 7 psi!
