Fuse Blocks & Headlight fuses

I've since found 3 fuse blocks in my 2; I'm wondering where others are and specifically where the fuse that operates the headlight mechanism is (Mine are locked open; one seems to have been manually raised after some damage but the other is just open; this is not done from the dash controls for the headlights!). The blocks I've found are as follows:

1: in the engine compartment on the driver's side. Has mostly engine and electrical system fuses.
2: under the bonnet on the passenger's side. This is missing whatever cover it once had and I have absolutely no clue what these fuses are for... could these be the fuses alluded to in #3?
3: in the passenger compartment on the driver's side; "typical" fuses, radio, lighting, cigar lighter, fans, etc. Cover is intact and tells of a further fuse block containing HVAC fuses under the "Auxillary Kick pannel" or some such.

So how can I re-energize the Headlight mechanism to diagnose the problem? The righthand one (Undamaged) has the cap on the manual knob, the other does not, which leads me to believe that only the lefthand headlight was manually raised and the system was disabled in the "open" posision for aesthetic and aerodynamic properties. (you DO feel the added drag of having the lights open!)

I don't recall where those fuse blocks are but you can look up that stuff at www.mr2-tech.com. It's the BGB online.
