Tensioner Pully -MKI

OK everyone in the Engine bay there are two belts. One for the Alternator and one for the Air Conditioner. The one for the Air Conditioner has a tensioner pully. On mine the threaded shaft that moves it is broken; the head is gone. How ass-face, the previous mechanic, even got it to keep tension, I don't know. But the belt is off and the thing is now loose and I can't get the pully off to put in a new threaded shaft. I have the bolt off the pully with the large washer, but the pully won't move. There is a Jesus clip inside it, but this may be holding the ball-bearing race and I don't feel like chasing 22x10^7 ball-bearings around my driveway under the car... so what now??? Should the pully just come off? It's stuck and I can't shift it with a 14" screwdriver and a tire iron... is there a trick?
