Arrow 91 Steering column blowing air at me

I noticed today (for the 1st time ironically) that I have a ton of air blowing at my legs when I am driving (with the windows open or cracked).

So I looked and it appears that at some point, there must have been some foamy orange stuff around the steering column...well 99% of it is gone and the stuff thats left is all brittle and immediately crumbles when touched.

Has anyone seen this? Any thoughts on a fix or what you guys did?

I dont want to remove the steering column under any circumstance...so if I cant fix it via inside, maybe the frunk?

Or maybe I just cram/jam some Pink Panther stuff in there?

At the hardware store you can buy expanding foam called "Great stuff" which it is indeed. That sounds like the stuff that has degraded in your car.

It looks like I can buy a new boot, but I dont plan on taking the column apart.
I think I can split the boot and then install it and then use a nice clamp or wire-tie and set it in place.
